Redevelopment Plan
The Stafford County Board of Supervisors has adopted a Master Redevelopment Plan as a new economic development element of the Comprehensive Plan. The Plan identifies four areas that offer unique opportunities for development – Boswell’s Corner, Courthouse Area, Falmouth Village, and Southern Gateway.
As the region's population grows, Stafford officials believe that the redevelopment areas provide important opportunities for businesses and recreation. As such, County leaders are encouraging development in these areas through private sector investment and partnership by providing a framework for improvements over time. These changes will provide a more sustainable economic future for these areas of the County and for area residents.
The following links include information on each of the redevelopment areas. Each section provides a visioning document depicting what could be created in each of the targeted areas. The Board of Supervisors adopted these visions following unprecedented public involvement. The ultimate goal is to spur economic growth by encouraging an opportunity to create a positive initial impression to visitors, and an inviting pedestrian environment for workers. Through public-private partnerships, necessary space for commercial development can be provided to create vibrant business community anchors for Stafford County in each redevelopment area.
The Master Redevelopment Plan incorporates the following areas:
Boswell's Corner: A two-mile stretch extending south from Marine Corps Base Quantico, along Jefferson Davis Highway (US Route 1) and I-95.
Courthouse Area: The area encompassing the Stafford Courthouse, County Government buildings, and Stafford Hospital Center on Jefferson Davis Highway (US Route 1) at Courthouse Road (State Route 630), I-95 exit 140.
Falmouth Village: The historic heritage tourism area adjacent to Jefferson Davis Highway (US Route 1) at Warrenton Road (US Route 17), along the Rappahannock River and across from the City of Fredericksburg.
Southern Gateway: The area along Warrenton Road (US Route 17), between Falmouth and Berea Road (State Route 654).

Private Redevelopment Initiative: Town Center at Aquia
Located at Jefferson Davis Highway at Exit 143 off I-95 in Stafford County, the Town Center at Aquia is Ramco-Gershenson's complete transformation of a 200,000 square foot former grocery-anchored community shopping center to an exciting 725,000 square foot mixed-use development. The project will feature upscale office suites, popular retail/entertainment destinations and approximately 287 multi-family units.
