This Small Business Saturday, November 29th we’re inviting all Stafford County small businesses—storefront, mobile, and online—to get involved. By signing up to participate, your business will receive promotion and exposure through the support of Stafford County Economic Development’s Department, helping drive both new and returning customers to your business.

What’s Expected of Participating Businesses

When you register to participate in Shop Small Stafford, you’ll commit to:

• Listing your business in our Shop Small Stafford Digital Passport, which will be promoted to local shoppers to find their favorite businesses and special offers on Saturday, November 29th.
• Promoting your involvement with the Shop Small Stafford movement to your existing customers through your communication channels including website, email, social media, etc.
• Displaying easy-to-spot signage to guide customers to join the Shop Small Stafford Digital Passport program for their chance to win a prize.

These simple actions help create community-wide buzz, encourage shoppers to explore multiple local businesses, and make Small Business Saturday a fun, rewarding experience for everyone.

How It Works

• Complete the participation form – Share your business information to be added to the participating businesses in the Shop Small Stafford Digital Passport.
• Submit your promotion – Tell us what you’d like included for Shop Small Stafford Digital Directory as your special offer, discount or featured product.
• Select your involvement – Decide if you are online, store front or if you would like a vendor space at The Shop Small Market hosted by Long Family Markets!

For mobile or online retailers looking for in-person exposure, Long Family Markets has a limited number of pop-up vendor spots available at the the Shop Small Market. The Shop Small Market will be located at 163 Staffordboro Blvd., Stafford, VA 22556 (VDOT 610 Commuter Lot) 
Vendor space is just $10.
If you choose to have a vendor space during registration, we will connect you with Long Family Markets.

Shop Small Stafford Business Participation Overview 

The Shop Small Stafford Digital Passport is an initiative of the Stafford County Department of Economic Development (the “Department”), held in conjunction with Small Business Saturday on November 29, 2025. This program promotes shopping small by highlighting locally owned Stafford businesses (the “Business”) through an interactive digital passport. 

Participation allows businesses to increase visibility, attract new customers, and contribute to a community-wide effort to support local commerce during the holiday season.

Eligibility Requirements

To participate in Shop Small Stafford, a business must meet the following criteria: 

  • Located in the 50 United States or U.S. Territories and must be located in Stafford for Shop Small Stafford Participation. Commercial locations, home-based businesses, and online merchants must be headquartered in and have a Stafford County address.  
  • Franchises: Franchise brands with up to 250 total stores and/or up to 25 corporate-owned stores are included. Franchise brands that exceed these criteria are excluded.
    Meaning: No more than 250 total stores overall, no more than 25 corporate-owned stores. 
  • In good standing with all local, state agencies, and federal agencies 
  • Online & Home-based Businesses: Businesses headquartered in Stafford County that operate without a public storefront and conduct sales or services primarily online or from a home location are eligible to participate. These businesses may appear in the AmEx Online Directory section of the Shop Small Map and participate in the Shop Small Market (if approved). They may list their website or online store on the digital passport; residential addresses will not be displayed.
    To qualify, the business must either: 
  • Participate in the Shop Small Market, or 
  • Provide a verifiable online option for customers to shop or engage their services. 

Excluded Industries:Government agencies, public administration, gas stations and businesses located on the same premises as a gas station, travel agencies, charities, non-profits, peer-to-peer payments, crowdfunding, trade associations, shopping property management companies, direct sellers (MLMs), and political organizations are not eligible to participate.

Participation Requirements

To be featured on the Shop Small Stafford Digital Passport, each participating business must: 

  1. Be open on Saturday, November 29, 2025. 
  1. Brick-and-mortar businesses must have their physical storefront open to the public during their regular or posted operating hours as listed on the Digital Passport. 
  1. Home-based, Online, and e-commerce businesses must be actively participating as a vendor at the Shop Small Market hosted by Long Family Markets or have a functioning website or online storefront that is publicly accessible and operational on November 29, 2025. 
  1. Offer a special promotion, discount, or experience that is unique to Small Business Saturday and not available the other 364 days of the year. 
  1. Promote the campaign to their existing customers and social media followers using materials provided in the official Shop Small Stafford Media Kit
  1. Complete the Digital Passport Registration Form provided by the Department by the stated deadline. 
Shop Small Market (Optional)

Home-based or online businesses may apply to participate in the Shop Small Market, hosted by Long Family Markets at the 610 VDOT Commuter Lot. 

  • Spaces are limited and reserved on a first-come, first-served basis, with priority given to Stafford-based businesses without a storefront. 
  • There is a $10 vendor fee to participate. 
  • Interested businesses may indicate their desire to participate when registering for the Shop Small Stafford Campaign or apply at https://www.longfamilymarkets.com/  
  • Businesses that apply for the Shop Small Market must also complete the Shop Small Stafford Registration to be listed on the digital passport and eligible to be selected for gift certificate redemption.  
Program Expectations

Participating businesses agree to: 

  • Ensure staff are aware of the event and ready to welcome passport users. 
  • Display signage provided by Department identifying their business as a Shop Small Stafford participant
  • Encourage customers to check in using the digital passport to be entered in the prize drawing. 
  • Be able to issue a gift certificate in the event a passport winner selects their business as the location to redeem a prize. If a business cannot provide a gift certificate, the winner will be required to choose another participating business. Participating businesses agree to issue a gift certificate usable for regular goods/services, with reasonable redemption terms, and an expiration date compliant with applicable law. Excessive restrictions may disqualify a business from being selected for gift certificate redemption. 
  • Businesses must notify the Department of any changes to their operating hours or availability for November 29, 2025, at least 72 hours in advance. If no timely update is received, the hours listed on the Digital Passport will control shopper eligibility. Failure to provide timely notice may result in removal from the Passport and/or ineligibility for prize redemption selection. 
Digital Passport Winner Selection & Notification
  • Winners will be randomly selected via raffle on December 2 at 4:30pm at the Stafford County Government Center lobby, located at 1300 Courthouse Rd, Stafford, VA 22554.  

Department staff will contact winners no later than the next business day.

Digital Passport Prize Redemption
  • Winners have 14 days from notification to contact the Department and provide the required information to redeem their prize. 
  • If a winner fails to engage with the Department, provide the necessary details, and/or pick up the prize within 14 days, a new winner will be drawn
  • All participating businesses will be notified of prize winners within two (2) business days of the drawing, regardless of whether their business was selected by a winner. 
  • Businesses selected by a prize winner will have fourteen (14) days from the date of notification to coordinate with the Department for the purchase and delivery of the corresponding gift certificate. A representative of the Stafford County Economic Development Authority (EDA) will purchase the gift certificate directly from the selected business for the full prize amount. 

Failure to respond or provide the required gift certificate within the 14-day window may result in forfeiture of the transaction, and the prize winner will be asked to select another participating business.

Marketing & Media Use

By participating in the Shop Small Stafford campaign, businesses grant the Stafford County Department of Economic Development a non-exclusive, royalty-free license to use their business name, logo, promotional materials, photographs, or images provided through the registration process or marketing submissions solely for the purpose of promoting Small Business Saturday and/or the Shop Small Stafford campaign.

Materials may be used in print, digital, and social media formats, including but not limited to advertisements, press releases, newsletters, websites, and post-event reports related to Small Business Saturday and Shop Small Stafford.

The Department will make reasonable efforts to ensure materials are used accurately, in a positive context, and without alterations that misrepresent the business.

Program Administration

The Stafford County Department of Economic Development (the “Department”) reserves the right to interpret, modify, or clarify any aspect of the Shop Small Stafford Digital Passport Program that is not explicitly addressed in these Terms and Conditions. Any questions or disputes arising under the program will be resolved at the sole discretion of the Economic Development Director, whose decisions shall be considered final. 

If circumstances beyond the Department’s control materially impact the event (e.g., severe weather, platform outage), the Department may modify dates, eligibility windows, or prize procedures at its discretion. 

The Department may remove businesses that close, fail to honor promotions, or withdraw. Prize winners selecting an unavailable business must choose another participating business. 

The Department reserves the right to disqualify any participant or business found to have provided false information, violated program rules, or engaged in fraudulent activity.
