Digital Passport 

How It Works

The Shop Small Stafford Digital Passport is a free program hosted by the Stafford County Department of Economic Development (the “Department”) to encourage residents and visitors to shop local (the “Participants”) on Small Business Saturday – November 29, 2025. By checking in to participating businesses through the digital passport, shoppers can explore Stafford’s small business community and enter to win prizes. 

 Purpose 
This program promotes shopping small in Stafford County, celebrates locally owned businesses, and strengthens community connections by reinvesting prize funds directly into Stafford’s economy. 

Eligibility
  • Who can participate: Individuals interested in shopping small and supporting locally owned Stafford businesses. 
  • Who cannot participate: Business owners, employees, and their immediate family members of participating businesses, Stafford County Government employees, and Stafford Economic Development Authority Board Members, contractors, and employees are not eligible to win prizes.  
  • Participants must be 18 years or older and residents of the United States. Winners may be required to provide government-issued ID to verify age (18+) and U.S. residency prior to prize issuance. 
How to Participate
  1. Sign up to access the digital passport through the Shop Small Stafford website or link. 
  1. Check in to participating Stafford businesses using the digital passport on Saturday, November 29, 2025, during each business’s open hours. 
  1. To check in, shoppers must manually select “Check In” at each location within the passport. The system uses phone location services to verify proximity. 
  1. Each verified check-in equals one entry into the prize drawing. 
  1. Eligible check-ins must occur on November 29, 2025, during the open hours displayed on the Digital Passport. If a business adjusts hours on the event date, the hours listed on the digital passport controls for eligibility. 
  1. Limit one (1) eligible check-in per participating business per person. Duplicate or repeated check-ins at the same business will not generate additional entries. 
  1. Limit one Passport account per person. Multiple accounts by the same individual may be voided. 
  1. No purchase necessary to enter or win. Making a purchase will not increase your odds of winning. Void where prohibited.
Technical Disclaimer

Stafford County is not responsible for user error, device issues, or connectivity problems that prevent successful check-ins. Participants are encouraged to verify their phone’s location permissions and internet connection before attempting to check in. Entries are subject to verification. The Department may void check-ins suspected of GPS manipulation or other fraudulent methods and may require reasonable proof of presence. The Department is not responsible for delayed or failed transmissions, or for platform outages beyond its control. 

Participant information collected via the Passport will be used to administer the program, evaluate outcomes, and communicate event information. Personal data will be handled consistent with applicable laws and County policies.  

Winners are responsible for any applicable federal, state, or local taxes or reporting requirements associated with prize acceptance.

Prizes
  • One $1,000 gift certificate to a participating business of the winner’s choice 
  • Two $500 gift certificates to a participating business of the winner’s choice 
  • Prizes provided by participating businesses (if applicable) 
  • A gift basket with goodies provided by participating businesses (if applicable) 

Each prize will be raffled separately, and no individual may win more than one prize. All prizes are redeemable only at participating Stafford businesses listed in the Shop Small Stafford Digital Passport. 

  • Each prize winner may select the business from which they wish to receive their gift certificate. 
  • If the chosen business is unable to provide a gift certificate, the winner must select another participating business or forfeit the prize. 
  • Limit one (1) prize per household. Duplicate entries or multiple accounts originating from the same household may be voided at the Department’s discretion.
Winner Selection & Notification
  • Winners will be randomly selected via raffle on December 2 at 4:30pm at the Stafford County Government Center lobby, located at 1300 Courthouse Rd, Stafford, VA 22554.  

Department staff will contact winners no later than the next business day.

Prize Redemption
  • Winners have 14 days from notification to contact the Stafford County Department of Economic Development and provide the required information to redeem their prize. 
  • If a winner fails to engage with the department, provide the necessary details, or pick up the prize within 14 days, a new winner will be drawn

Prizes are non-transferrable, except at the Department’s discretion. Prizes may not be exchanged for cash or substituted.

Program Administration

The Stafford County Department of Economic Development reserves the right to interpret, modify, or clarify any aspect of the Shop Small Stafford Digital Passport Program that is not explicitly addressed in these Terms and Conditions. Any questions or disputes arising under the program will be resolved at the sole discretion of the Economic Development Director, whose decisions shall be considered final. 

If circumstances beyond the Department’s control materially impact the event (e.g., severe weather, platform outage), the Department may modify dates, eligibility windows, or prize procedures at its discretion. 

The Department may remove businesses that close, fail to honor promotions, or withdraw. Prize winners selecting an unavailable business must choose another participating business. The Department reserves the right to disqualify any participant or business found to have provided false information, violated program rules, or engaged in fraudulent activity.
