Stafford County’s Economic Development Band
John P. Holden
Director of Economic Development and Tourism
John joined the Stafford team in May 2018 after spending 25 years in Maine. There, his experience encompassed community and economic development; tourism development and marketing; and international business development and attraction. He helped institute and manage a number of economic development organizations. He also led the expansion of Maine’s entrepreneurship environment into communities he worked.
John was born in Columbus, Oh. He earned a bachelor’s degree in environmental sciences from Bowling Green State University and a master’s degree in regional economics from the University of Maine. He enjoys cooking and golf.
Rick Cobert, CEcD
Economic Development Manager
Rick’s career includes business development with Stafford County, Baltimore County and the Baltimore Department of Economic Development where he has participated in the attraction and expansion of numerous firms, ranging from Fortune 500 companies to small business start-ups. He also brings to the team his experience as a successful small business entrepreneur. Rick holds the CEcD designation from the International Economic Development Council, a certification that recognizes his mastery of the field. His article 21st Century Jobs was published in the International Economic Development Journal.
Lisa Logan, CGMP
Lisa joined the department in 2016 after working for Stafford County Sheriff’s office in community outreach for four years. She brings over 17 years of event planning experience to Stafford County, having worked for various other agencies in fundraising and event planning. Lisa helps create and support multiple signature events in Stafford County while continuing to market all the county’s tourism assets and support regional and state tourism.
Born and reared in Southwest Virginia, Lisa holds a bachelor’s degree in business management. She enjoys spending time with her friends, dining out, and watching movies.
Courtney has worked in the department since 2016. She leads the marketing efforts for the department, working both with the Economic Development team and Tourism team. She helps to strategize and showcase Stafford as a destination to work, live, grow your business, and experience the area.
Born in Berlin, Germany, Courtney moved to the region from Northern Virginia to attend the University of Mary Washington (UMW). She holds a bachelor’s degree in psychology from UMW. She is currently attending Georgetown University and pursuing a masters in Integrated Marketing and Communications. Courtney enjoys traveling, hiking, and spending time with her husband and dog.
Business Development Officer
Josh joined the Stafford team in November 2019 after spending 10+ years working for the City of Johnstown (PA) and the Urban Redevelopment Authority of Pittsburgh (PA). There, his experiences focused on community and economic development, business expansion and attraction, as well as underwriting and packaging business financing loan packages.
He has earned a bachelor’s degree in Urban and Regional Planning from West Virginia University and a master’s degree in Urban Planning from the Indiana University of Pennsylvania. Additionally, Josh holds the designation of an Economic Development Finance Professional (EDFP) from the National Development Council. In his free time, Josh enjoys spending time outdoors with his family and relaxing on the beach.
Dale Hendon, Specialist
Dale has advised political campaigns, legislative offices, and nonprofits with a focus on integrating data, analytics, and technology into their efforts over his 12-year career. Dale holds a bachelor’s degree in history from the University of Tennessee at Martin and a graduate certificate in public policy from Liberty University.
Dale joined the band in 2021 where he supports and manages projects that include, data and technology, research and grants, and special development projects. Outside of the office, Dale spends his time outdoors with his wife and daughter boating, fishing, and hunting.
Sr. Administrative Assistant
Tammy joined the band as a Sr. Administrative Assistant in 2020. She manages the front office and coordinates with other departments at the Stafford County Government Center. She assists citizens in fulfilling the county’s requirements for starting a business, and she provides tourism guides and brochures to those planning weddings, family reunions, meetings, and other events. Her career in administration has spanned over 32 years.
Born and raised in Delaware, Tammy moved to the Fredericksburg area in 2019. She enjoys spending time with family, biking, and reading.
Marketing & Events Professional, EDA
Linzy joined the “Band” in 2020 to serve the Economic Development Authority Board. Her experience of 8+ years invested in the marketing and events industry has been spent working with nonprofits, government, education, and large and small businesses. Her focus on community relations and brand awareness come with a set of skills and talents that include graphic design, marketing strategy and planning, social media management and website performance monitoring. Linzy received a bachelor’s degree in Public Relations and Environmental Policy from the University of West Florida. She is certified in Digital Marketing and Google Analytics. A Florida native, Linzy enjoys water sports and outdoor activities, being with her family and dog Barley, and discovering local craft beer and spirits.
